Phil Beccue is founder and principal of White Deer Partners (WDP), a decision-focused consulting firm that enables clients in the bio-pharmaceutical industry to solve the most pressing and complex problems. He applies best-practice approaches to strategy creation, portfolio optimization, asset valuation, and risk management.
As leader of the Strategy and Portfolio Management function at Baxter BioScience, Phil designed and implemented a global R&D portfolio management process which enabled R&D leadership to allocate $500m in annual R&D and manage uncertainty across diverse businesses where it was necessary to balance near-term and long-term impacts and gain cross-functional alignment. Phil was also responsible for building the Decision Sciences group at Amgen and played a key role in institutionalizing decision analytic processes throughout the organization. Before joining Amgen he was a management consultant with Applied
Decision Analysis, where he helped clients in diverse industries solve challenging business problems in strategy, prioritization, and risk analysis.
Phil’s consulting and executive teaching include work for international corporations, small businesses, and government agencies. He has trained over 1400 managers and senior executives on the principles and processes of strategic decision-making. He teaches a strategy course at Northwestern Law School, is a fellow of the Society of Decision Professionals, and has authored numerous journal articles and a chapter in “Advances in Decision Analysis” by Cambridge University Press. He won the Decision Analysis Practice Award for changing the culture of portfolio decision-making at Baxter. Phil received degrees in mathematics and liberal arts from Westmont College, and in mechanical engineering and management science from Stanford University.
